Foundation Contractors: What to Verify First

Most of the foundation advice online is written for basement markets. Very little of the housing in York County has one.

Start with what your house actually sits on

This sounds obvious and it is the step most often skipped. The right repair, and the right questions to ask a contractor, depend entirely on the foundation type — and in this part of South Carolina that is usually not a basement.

The dominant types locally are crawlspace construction on masonry piers and perimeter walls, and slab-on-grade in the newer subdivisions that filled in as Charlotte's growth pushed south across the state line. Full basements exist but are the exception, typically on lots with enough fall to make one practical.

That matters because settlement presents differently in each. In a crawlspace house, movement often shows first as a sloping or bouncing floor, and the cause is frequently an interior pier that has settled or a girder that has been undersized or damaged — not the perimeter at all. In a slab house, movement shows as cracking that runs through the floor and up the walls, and the causes are usually water related. Get under the house before agreeing to anything

For a crawlspace home this is the single most useful thing a homeowner can insist on. Any contractor proposing a repair should have been under the house, and should be able to describe what they saw: pier condition, whether piers are bearing on footings or on soil, girder and joist condition, standing water or damp soil, and whether the vapor barrier is intact.

A great many "foundation problems" in this housing stock turn out to be a crawlspace moisture problem that has been working on wood for years. Fixing that is a different scope, at a different price, from underpinning a perimeter.

South Carolina licensing

Residential contractors in South Carolina are licensed or registered through the Department of Labor, Licensing and Regulation, with the requirement depending on the type and value of work. A homeowner should ask for the number, verify it on LLR's public lookup, and check what classification it covers — a registration that authorizes general repair work is not the same thing as one for structural work.

For anything structural, an independent licensed professional engineer who is not selling the repair remains the most reliable way to get a diagnosis that is not also a sales proposal.

Cracks: which ones matter

Not all cracking is structural, and the distinction is learnable.

Mark the ends of a crack with a pencil line and a date, and photograph it with a ruler alongside. Six months of that record is worth more than any single inspection, and it is free.

Water is usually the cause

York County sits on Piedmont residual soils — red clay weathered in place, moderately expansive, and prone to holding water where drainage is poor. Where movement is occurring, the driver is very often the water regime rather than a defect in the foundation itself: gutters discharging at the wall, grade sloping back toward the house, a crawlspace with no functioning vapor barrier, or an irrigation zone running against the foundation.

A proposal that addresses structure without addressing water will frequently be treating the symptom. Ask any contractor directly what they intend to change about how water moves around the house, and be cautious of one whose answer is nothing.

Before authorizing work

Verify licensing and insurance independently. Confirm whether the City of Rock Hill or York County issues the permit for the address — they administer separately, and Fort Mill, Tega Cay and Clover differ again. Get the diagnosis, scope, warranty conditions, schedule and payment terms in writing, and get an independent engineering opinion before committing to structural work of any scale.
